If you want to power level enchanting, all you need to do is disenchant a few items so that you can enchant any type of item (weapon/armor). From there it's a step by step process:1. I reccomend combining power leveling of enchanting with power leveling of smithing (another amazingly useful skill) by purchasing iron ingots and leather/leather strips then smithing iron daggers and hide vambraces2.

To obtain more soul gems, sell your enchanted daggers to general merchants and buy all of their soul gems.4. Repeat the process by smithing at various towns and purchasing their stock of iron ore/leather and buying all of their general merchant's soul gems.5.
