Any councillor with a DPI must notparticipate in anydiscussion or vote regarding that matter and they must also withdraw from the meeting immediatelybefore consideration of the matter.If that DPI has not beenregistered, the councillor must notify the MonitoringOfficer of the details of the DPI within 28 days of the date of themeeting.Councillors are further invitedto disclose any non-pecuniary interestwhich may be relevant to any matter on this agenda, in theinterests of transparency, and to confirm that it will not affecttheir objectivity in relation to that matter.Decision. The Executive noted thatSlyfield Area Regeneration Project(SARP) had been designated as aStrategic Site in the emerging Local Plan. The relocation of thesewage treatment works would facilitate the delivery of two newindustrial units, 1,500 new homes and associatedinfrastructure.The Executive considered areport on the need to transfer moniesfrom the provisional to approved capital programme to providefunding of 50% of Thames Water’s costs as well as any futurespend covering Thames Water’s legal, professional fees, anddesign costs leading to the submission of the planning applicationfor the proposed new sewage treatmentworks. TheCouncil was also at the stage at which the proposed DevelopmentAgreement with Thames Water to facilitate these works was ready forcompletion.The SARP incorporated thereplacement of the existing sewage treatment works, which was ownedand operated by Thames Water, with a new facility being built on the former Slyfield Landfill site. The facility would meetmodern day standards improving the environment for local people,providing extra sewage treatment capacity to meet the demand fromthe Local Plan Strategic Sites.The project would have aconsequential effect on the surrounding area providing more jobopportunities within an enhanced Slyfield Industrial Estate. The project would alsoenable the relocation of the Council depot and the waste facilitiesaway from residential areas, opening up the riverside for the widercommunity.The Council had been successfulin an application to Homes England for HousingZone designation of the SARP housing site for a loan of £90million, with access to a Public Works Loans Board (PWLB) loan atpreferential rates.

A decision on the drawdown of thisfunding would be made as part of thetreasury management function of the Council and was subject toBusiness Case appraisal. In addition, the Council had secured agrant of £600,000 from the HCA to assist with the review ofthe financial assumptions for the project and £900,000 fromthe Local Enterprise Partnership M3 to assist with groundinvestigations.The Council had submitted a bidfor a £52.3 million grant from the Housing InfrastructureFund (HIF) and a decision was expectedlater this spring.
